Equivalent Matrix

An $m\times n$ Matrix ${\hbox{\sf A}}$ is said to be equivalent to another $m\times n$ Matrix ${\hbox{\sf B}}$ Iff

\end{displaymath}

for ${\hbox{\sf P}}$ and ${\hbox{\sf Q}}$ any $m\times n$ and $n\times n$ Matrices, respectively.
